I’ve never heard of them and I wouldn’t buy from them until they have established themselves as a reputable company.
Yes it’s common. The bank receives them in order so they pass them on in order. No extra premium unless something is fancy about the notes.
There’s always a sticker to certify another sticker.
Just create a new sticker that covers the entire original label. You can not only change the grade, you can make it appear from anyone’s collection.
