They are there, just weak as the die has grease on it in those areas. Grease is very common as the dies are used so heavily.
I deal with them on a regular basis. I’ve gotten some good coins from them over the years. :)
I would just leave them in the government packaging. If you do have it graded, grade the entire set as is snd not just a coin or two.
The second note is discolored from the way it was treated after it left the mint.
The Large Cent I would leave as is but the Dollar I would send in. Those green spots need to be made into history, like they never existed....
