You have a dime that’s normal in every way, shape and form. All cupronickel and contains no silver. Not missing a clad layer for several reasons....

What you’re seeing above the date is the same thing I’m seeing between the LI in LIBERTY. That makes me think it’s just a minor planchet default.
Not a D over S for sure. It may be an RPM however the to left of the D mint mark has taken a hit.
