Looks like an ordinary die crack to me. Grade appears to be VF.
You have the coin in hand - look at them. Bag marks will be indented. These marks appear to be raised - they cast a shadow. An indentation would not.

Just about any expert you ask will tell you virtually the same thing. The percentage will be lower though - about 80% - 90% is more realistic.
The only explanation I can offer is that it is a 1 year design.
