The price of the book is small compared to what you stand to loose if you jump straight into buying these coins without knowing what you're doing.

If it's silver, it would be worth it's weight times the current silver spot price. If it's not silver, it wouldn't have any value.
To me, it's hard to say from that picture what's on the coin and what's on the slab. Are you going to send it to PCGS to see if it will cross over?
