We are just being forthright and honest about your coin. The luster has been damaged. Just appreciate it as a somewhat attractive item passed down...
See the "halo" around the head, the letters, the stars? That's a giveaway that it was cleaned/polished.
64, if it wasn't overdipped. Surfaces look a bit off. Is it slabbed?
I agree with the comments above. Also, please be aware that not all flips are safe for longterm storage.

Badly cleaned/polished Look at the obverse, it appears the luster is gone except for in the crevices of the stars and letters.
A quick dip likely would make it look better. Just don't overdo it.

Kinda pretty colors, but I think it should be MS63, no star.
