Looks like a B-5 and I agree it does not look like re-punching or at least too hard to see with the dirt around the data.

Blast white is a turn off also when you get into the older US coins. A nice gun metal grey bust half is much nicer than the blast white versions.
First photos make it look harshly cleaned, but second photo shows some retoning and not too bad. I put it VF - 20 or 25. Just my opinion.

I love IHC's. Of the 4 the only one I recommend staying away from are the corroded ones. As it stands the first looks nice and a nice low grade...
