I believe your fear is correct. Its a form of die deterioration combined with zinc rot, alot of cents from the 80's have that look.
I have found more of the 1999 and 1998 than I have found the 2000 so to me the 2000 is not the least rare.
I'd argue the 2000 wide am being the least rare, I've found 4 1999 wam vs 2 2000 wam but that's my personal opinion.
I can see that explanation, sadly that may make the coin worth considerably less in the future.
