There's one eBay seller that's been using "closely uncirculated" for a while, and I've seen some Chinese fakers start to copy the term.
I think it would depend on if the 2020 dated hundreds were overprinted on genuine hundred dollar bills or not.

No, but it wouldn't surprise me if it did, there's a lot of stupidity out there.
I think it's caused by the printing plate embossing the design from the other side into the paper, look at the other side, the lines in the design...
