This coin looks dipped. Just my two cents. So NGC netgraded this coin to MS62.
From a technical standpoint this coin should grade higher, but with luster as the most important factor in grading, this coin seems graded...

Nice luster around the stars. Honest wear and a superior reverse side. So I'll go with xf40.
I believe in handicraft with a dremel or something alike. Maybe for a dedication.
