I am a bit confused, you say it looks like it is copper coated, all 1990 cents are copper coated. Do you mean it is coated with something silver...

You would need to post pictures. If it is truly smeared though there is very little chance that it came from the mint like this.
Well it's only worth one cent, but hang onto it if it interests you.
If you read the whole thread, the coin was plated, not an error of any kind.
Clearly not a proof. Look at how rough the fields are particularly on the reverse. Let us know how it comes back.
