Yes it would, a lot of the WAM die markers are known, especially for the 1999. If this were an error AND a 99 WAM we'd be talking serious money. :)
Did you check for a WAM reverse? Give us a picture of the reverse. Based on what I'm seeing, I'd guesstimate $50 or so.
