Absolutely, I would grade it XF40. If it did have porosity, it would be considered as damaged and ungradeable by the TPGs.
I would guess that the die got some grease on it and that that is what caused the roughness in the fields instead of the normal polished finish....
I'd say VF25, too much wear to go higher IMO. I also think it's be cleaned, more than once. It looks like someone took a pencil eraser to it on...

For whatever it's worth sf3, that's not porosity on your coin. Those marks are the result of hits and dings during circulation.
