Varieties on FEC's are not my forte, but I'd say the coin has been harshly cleaned.
Need better pics - based on those you have it looks like a 63 - 64. So I'd say $45 is a bit high.
The coins has MS details based on the pics, but that obverse rim ding ( It almost looks like a test cut ) keeps the coin out of an NGC or PCGS...
