Possibly, but it is more likely it was people who bought bags or rolls of the coins, searched for possible gems and spent the rest.
What are they in now ? I always preferred hard holders myself, Air-Tites. But 2x2's are better than nothing.

That is precisely why I think they are modern tourist souvenirs. No real engraver or mint employee would make such a mistake.

I do believe he earned the doctorate in numismatics at Cambridge University. The only university to my knowledge that offers it.
