NP, when I can walk into almost any coin shop and buy as many Ikes or SBAs as I want for $1.25, and sometimes less - then I think that justifies...
While the toning does appear to be NT I would never buy such a coin at that price without seeing it in hand.
ICG and ANACS have changed hands or management so many times in recent years that you would probably have to ask them directly what their criteria...
