It is doubling but, it is the product of machine error, and not part of the reduction process.
That is Machine Doubling. The correct terms are Cent not penny. And Doubled Die, not double dyed, unless you Dyed the coin in white wash.

It is actually a die chip. The later die states, look like the wing on a mercury dime. Dubbed a winged D.
I havnt removed it from the insert. It is sealed up with the Pci label also.
