I am thinking lamination. Don't try and peel that lamination back. The gunk around the edge adds to the authenticity of the piece.

It could also be a filled die, meaning the F was filled with debris.
That would be cool if it had a die break. By the looks of it, I would wonder if it was a folded piece of the lamination.

There are many variations of the two feathers depending on the severity of the die polishing.
