I wouldn't complain about the coins condition unless you see some type of circulation and or cleaning. Cool off-center
It's MD, could be deterioration. Can't fully tell which one from your photos. This type of doubling can happen anywhere on the coin.

There is a broad spectrum of folks around here. One thing that is always helpful is rotating your photos. Always crop them. That might need a soak.
