As fro PCGS MS strikes, the earliest I can find is 2005 for Lincolns, dimes and quarters and 2007 for the nickels.
PCGS There are 4 PR70 dimes dated 1961. Also, I am see a single 1964 PR70 Lincoln cent.

I cannot tell you just when they stopped, but it looks a lot like this;

AU-53 for both.
That first could well be AU, but I am going to take a shot at 64-BN. Second is 63 RB
That pic is just too small to grade a high grade coin. I think I can make out enough to limit the grade to 65, so that is not worth grading.
