The rim tapers exactly as it should at all locations. I see no reason to question this coin as being a double clip.
That's not damage . . it's a second clip. There is very slight Blakesley effect opposite that clip as well.
Sorry, but your coin is clearly damaged. Rather than calling your coin Struck Thru, I'd call it Struck With. .

Looks to me light a poorly struck coin with only the barest traces of wear . . . technically an AU58, but I think the TPGs would call it 55.
