I thought I saw the same, but the same tones are on the coin, could be the lighting.
The lines don't fully remove. They show lightly, as the coin tones over again they show back heavy. It happens as the ingot is rolled to planchet...

I would try the tissue test. It also could be plated, but the tones even look silver.

It's always a debacle around here surrounding these cents. Some say roller lines, some say improperly annealed/alloy.

Yes this is a doubled die, just not the valuable kind. This Master die made many a working hub with the same doubling.
I agree with DDD. The 95D DDO is hard to come by. The motto should be pretty convicing if you find one. It's not a bad looking cent though.
