Sorry but it's just damage on the 1974. The images are too dark on the other one to tell anything.
Acetone will help with haze on some coins but not on others. It can't hurt to try. It only takes a small amount for each bath. I use a shot glass...
They get to say nasty things about our coins and we have to pay them again to see if they will say something nice.;)
There are no test. NGC and PCGS write the standards they wish to use. There are some rules on ebay but I'm not sure what they are today.

It would be better to remove the coin from the holder to image it. The images need to be in focus for folks to tell you much about the coin.
Sure it's worth more than face but very little added value because of the rotation.

There is no added value to coins made with grease filled dies. They are very common and many collectors do not wish to own them. Cool to look at...
I have never seen a cent that is that bright green. If you won it, try acetone first. No rubbing.

Please don't scrub it. Can you show us an image of both sides first? There may be a way to clean it without killing the value.
