Are you talking about the lines off to the side of the memorial? They look like plating issues. PS - I helps if you tell us what you are seeing.
Haiwatha Reverse to be more precise. A camera would be better for pictures - as long as you take clear pictures.

Picked up a box of dimes on the way home from work. 2nd roll gave me the nice silver edge and when I pulled it out it was a 1986 Canadian dime....
It is a Philly mint 1990 cent with maybe a die chip on the reverse or maybe it's a plating bubble like ken said. FYI - a cud is only on the rim.
They were hand punched up until 1989(someone correct me if I got the date wrong!) so they can be in a variety of places/positions.
Honestly, I would wait before you go and get it graded. See if anyone else chimes in. Grading can get rather expensive and if it turns out to...
With it being just a bit over weight for what a normal quarter should be I highly suspect that it is plated.

What does it weigh? With the silver edge my guess would be that it was plated.
Not 100% sure what you are talking about. Perhaps if you say what you see and where we can easier help you. For now, all I see is a regular cent.

This weeks 8 boxes of cents gave up: Wheats: 84 including 2-10's, 3-20's, 5-30's, the rest 40's and 50's. Two 40's are nice red wheats....

Proofs are minted in San Francisco. They have "S" mint marks. Bicentenials aren't worth keeping unless they are the silver issue.

A quick google search shows that it should weigh 8 grams.
