I'm leaning more towards it taking a hit on the mint mark and not being a RPM.

Again with the reverse I would suspect that it was grease filled. It doesn't look like a foreign object was there. That's just my opinion.

99's are a tough find. I've only found 1 in over $10k worth of cents searched. I have found 50+ 2000's and about 40 1998's.
