To me it means an acid based cleaner was used.
I would leave them the way they are unless the cello is torn or has holes.
The mintmark looks like it's in the wrong place but that could just be the images.

I just call them spots. Some call them carbon spots. I don't want to call the coin cleaned from those images but it has that look.
