I see halos around the devices, and no sign of luster. May be uncirculated details, but it's been improperly cleaned/polished.
It might be uncirculated details -- I don't see any obvious wear -- but I think between the obverse scratches and stains it wouldn't straight-grade.
If a random blog post, excuse me, "news article" trumps the United States Code section specifying coin weight tolerances, I guess we're done here....

A 1964 quarter's weight is 6.25 grams with a TOLERANCE of +/- .194 grams. Your quarter is only .05g overweight. It's well within tolerance.
I see high-point flatness, but I'm not sure I see wear. I'll go with 62, and stay tuned to learn more.

I'd expect them to sound different, given that tungsten is much harder than gold. But I'd also expect that it would be hard to tell the difference...
