That silver looking substance is probably solder.
Normal for an older copper coin that’s seen dirt and handling from circulation.

I’m with Mountain Man, another coin was laid on top of this quarter and a stain was created. Judging from the line I’d say it was another quarter.
I’m at a MS-62 on her. I’m seeing a few small bag marks and it seems to lack luster. Otherwise it’s very nice.

Yes they are doubled but it’s caused by a worn die.
