No. Someone damaged that coin. Why? Eh, why not? People do stupid stuff. The one thing I can say for sure is that it is NOT double struck.
I don't see anything based off your images. Ask yourself this too, what are the possibilities that you would have a DD AND a RPM on the same coin?...
