No. The D mint mark tells you it was made in Denver. They did not make proofs.

Machine doubling. Folks used to call this profile doubling. Pretty cool but very little value.
If you have a capsule that fits the presentation case but the coin is loose in the capsule, that's an easy fix. I'll wait to type it all out.
