Even after this thread a few weeks back you are going to guess that NGC limited the grade to MS64 for weak strike....
I agree about the strike, it is below average for a 1917. Look at the LIBERTY on the obverse, the shield, and the eagle detail, all very poor.
Well the scratch across the eagle's wings has to be on the holder. The one on the obverse across the robe appears to be on the holder as well.
