The mint marks were hand stamped into the dies up until like 1989. Therefore, they can be really anywhere. That middle one is lower than I've seen...

Could be solder or something else. It is sitting on top of the obverse design. That is made clearer by your new pictures.
It's not melted. It's some kind of garbage on the surface of your coin. Mix it with some other damage and "Voila!" there's your "big error"....
