The toning seems neutral, so not much extra value there. In MS 63 holders (NGC or PCGS), these sell for $40-$55 (so not really worth grading)....
Yep some dealers are class acts while others can be less than stellar. Most are decent and might just be having a bad day or not selling too many...

The spray paint, if you use it could cause toning. Or even whatever is already in the cardboard that is responsible for the colors in the picture.
