Many folks have a tough time grading the Booker T and the Carver. Much of what look like contact marks on the obverse were already there before...

I would never call that coin a DDR. It's just not.
The staples look really new to me. I'm not seeing any rust on them. I have never done well trying to spot dip a coin. I would worry that more...
I do as well. The only way I know how to fix it is to dip the coin again but the luster may suffer.
The hat pin is pretty cool. I'll bet you can find a key for the US Mail lock.
To me this looks like a dip that went bad. The dip was not done in the proper way.
