Tough to evaluate luster on this one. A bunch of little marks on both sides. I think it is MS64.
I don't know much about IKEs but that just doesn't look like an uncirculated coin to me. The obverse toning is nice but the reverse is a disaster...
There is definitely high point wear on this coin. The first photo makes it look cleaned so I am going to say AU details.
I don't see any wear, and the luster & color looks very good. There are some hairlines on the obverse but I don't think they put it in a GENUINE...

If those photos are accurate, it looks like it is dripping with luster. The surfaces are very clean. I see no reason not to assign a premium gem...
