Looks like damage. The hit caused the upper bar of the T to push downward.
Ok, then it got hit twice... point is, that it didnt leave the mint that way.

Over on the PCGS forum they were talking about the mint intentionally making errors to boost sales. Obviously just jokes lol.

Look up "world premier coin slabs." They actually fit with PCGS slabs pretty well when stacked. They will give you that "graded" feel in a way....
Could be a weak strike or most likely a filled die. Maybe a combination of both. Probably not worth much noting the condition.
