Seller claims it is and by 6th star coronet tip position it looks like it too. Can't make out die chip by star thirteen. G-6ish? $22 seems fair...

I sold one on e-bay recently that was in much better shape. VF-30 ish for about $100. This one is barely VG and the price drops considerably...

the area around 5 is tough to tell from sellers pic. The dash right of 1 and very faint marks at top of 1 were my tells.
seller listed this one as normal date. I think its the 51/81 overdate. Not a great coin but for $13 its ok....
