Not, quite black, but still end stage toning. It is actually, extremely mirrored.[ATTACH] [ATTACH]
The nickel didn't tone. I have it, It's just that it is blast white, and without cameo. I bought it in an aftermarket holder.

It's a combination of sorts. IGWT says DDD And the doubling in the direction of the rim says Mechanical. Here is a reference if you don't have it....
if you can't see the DDR, you should probably get your eyes checked. The photo might still be a bit blurry, it's plenty evident.
I believe 89' is when they changed the process for all coinage.

It is Die deterioration doubling, the mint stopped hand punching MM in the early 90's.

Can you photo the condition of the whole obv and rev? it screams late die state and PMD. the mm doesn't look correct for the date and it doesn't...
