There is no doubt that this is at least a mid die state coin. The orange peel look can be found in multiple spots both obv and rev.
What would you grade this Jefferson? I am not planning on sending it in any time soon or possibly ever. Just a fun exercise in grading.[ATTACH]...
It is a class IV doubled die and a class VIII The class three shows mostly on the central devices, The doubling is mostly noticed on those devices...
