That's an indication of how many proof coins were issued for that year.
Probably none. Take 'em out of the mint packaging and placing them in a "flip" runs the risk of putting scratches/rubs on the coin.
It all depends....If the coin was a known rarity, and I felt that the person involved paid a great deal of money for it, I would most definitely...
