Looks like a box of re rolls done by a previous roll hunter. The 91D is Machine doubled.
Most of the coins that are struck through cloth are not as deep as this one. A single layer would show a weave, something folded or balled up...

A cloth of some sort seems like the most reasonable answer. The edges are soft. When I think of struck through fragments or a detached lamination...

1974 had a thick date 0dv-30 and a thin date Odv-31 Yours is a ODV-31 / MMS-009 this is normal....
