It looks like an RPM to me. But, it is a different die stage than what is shown on VV. If I had to guess RPM-001.
That is a grease filled die. It is an error, but a very common occurrence. NAV.

I see a slightly week strike. But overall the luster is there and it is distraction free. No doubt in my opinion a Gem Buffalo.
Most dies are used until their failure. Dies are polished mainly because of die Clashes and greasers. Ie Mechanical failures.
