The rare 1990 no s coins are in proof sets. If found in circulation they are the regular Philadelphia minted coins.

Unfortunately yours is a cast copy of the genuine valuable coin. The rough grainy surfaces and mushy devices are indicative of a cast replica.

It is most definitely just damaged, there is no way anything like that could happen in the minting process.

I have seen average condition steel cents sell for fifty cents or so, but yours is pretty rough. The 1944 is even worse so I would say face value...
