I think the distinction is to whether it was done deliberately or accidentally. That's why AT is so hard to define.

This coin is 72% silver, denoted by the 0.720 just above the eagle. Silver Mexican coins often (perhaps not always) show the % silver this way.
This is basically a copper coin with a silver plating. When new, they look nice, toning or not, when worn they look like crap.

Yeah, some of the better deals I have gotten was when a dealer had stock around for a long time and just wanted to move inventory.
I an often shocked at how little dealers are willing to pay. Of course they have to consider expenses and tying up capital, but more than 100%...
Notice their copper plated Zinqueens only lasted 2 years, eh. Were they as crappy as our Zincolns?
