You need a readable date for most coins to get PO1 or FR-2. I think the 1916 quarter can be gradable, without a date.

It's tough to light a coin at that distance. Is it possible to move the camera back a bit and add an extra light?
There is no set way to set a value on problem coins. Each one is different deal.

ANACS changed hands. There is no guarantee on old slabs.
I know of dealers that rebate sellers on deals such as this but it's not the normal. I would probably do it just to see the look on the sellers...
Looks real to me as well. The counterfeits I have seen of these were easy to spot.
You guys may be right but I'm not ready to agree that it is really a proof. I'm thinking NGC missed it.
I'm at 65 but can't really judge the luster from the images.
