It's possible the seller sold the coin off of Ebay.
Is the obverse die the hammer die on these? Is it caused because the die is loose or just the press being misaligned.

Not much to tell. The obverse die struck the coin off center. It's still a nice looking coin.
Sorry but it's not a doubled die coin.
$1100 would buy a no problem coin. Chop that in half or less for a problem coin.
