Yeah, the three symbols in the center are ko ri ra in Japanese katakana.
MS70 is a dip or coin care product based on potassium hydroxide. The other choice is eZest which is a dip based on sulfuric acid and thiourea.

The whole point of "cleaning" in the sense of conserving, is getting to the discoloration (i.e. toning) before it gets to be damage.
