It would be better to remove the coin from the holder to image it. The images need to be in focus for folks to tell you much about the coin.
Sure it's worth more than face but very little added value because of the rotation.

There is no added value to coins made with grease filled dies. They are very common and many collectors do not wish to own them. Cool to look at...
I have never seen a cent that is that bright green. If you won it, try acetone first. No rubbing.

Please don't scrub it. Can you show us an image of both sides first? There may be a way to clean it without killing the value.
