It's actually possible that PCGS would not even holder the coin or give any opinion.

I agree. The grading services are not going to tell you anything. It would be a waste of money.
The spots would knock the grade down one or two points.
The coin needs to be MS-66 or better to be worth cutting up the set.
Wild guess 63 or 64.Can't see what the luster is like. I would not send the coin in for grading.

Wow. Really nice. That is a pop 1 and 0 at PCGS. I have 6 UNC rolls of these. None would grade over 64 and most are garbage.
The 1917-S is probably worth the most. Maybe $2.00.
