No, not someone polishing the coin. Mint worker cleaning and polishing die because they get worn over time.

No, this coin is only a quarter ounce. I know for sure no one in their right mind would buy this labeled as MS-70 without a holder.

Reverse looks pretty much like a full strike. The obverse is just weak.
